The sea, an ancient, enormous, and not yet fully known part of the earth, is probably earth’s last physical frontier. The sea’s wealth is not limitless; yet its food, mineral and energy potential are important for man’s future, and there is danger that the sea will be carved up for selfish national interests. The United Nations has declared the ocean the property of all mankind and is determined that its wealth be fairly distributed. Fish farming, wetlands preservation, UN authority on ocean mineral rights, and territorial limits for fishing rights are ways of husbanding this resource. Only through global cooperation can man hope to look to this most ancient heritage for his future prosperity.
